The category implemented the system called ADUO (Additional Development and Evolution Opportunities) for the start of the new technical cycle. The measure offers more development freedom to manufacturers with performance below the reference established by the FIA, something similar to ATR, a mechanism already used to balance aerodynamic development among teams.
Russell pointed out that recent F1 experience shows that regulatory advantages do not always change the power order. “If you look at the aerodynamic regulation with the ATR on the chassis side, it still proves that the team with the brightest engineers and the best way of working continues to come out ahead,” the Briton told the press, including RacingNews365.

The driver acknowledged that any team would like to have more resources released for development. “Of course, we would love to have more wind tunnel time, we would love to have more dynamometer time,” Russell added, indicating that the system can help but does not guarantee a definitive competitive advantage.
