According to the Ukrainian Federation, the RAF maintains offices in Crimea, Sevastopol, Donetsk, and Zaporizhzhia, regions recognized by the United Nations as Ukrainian territory. The entity states that this activity violates FIA rules regarding the authority of national sporting bodies.

The complaint cites Article 3.3 of the FIA Statutes and Article 1.4.1 of the International Sporting Code. According to the FAU, the rules establish that only one national entity can be recognized per country and that its authority must cover the entire national territory.

The FAU also highlighted that RAF officials, including president Boris Rotenberg, are subject to international sanctions imposed by the United States, United Kingdom, and European Union due to the aggression against Ukraine. The Ukrainian federation requested that the offices be closed and that measures be taken against the Russian entity.

“This is a clear violation of the FIA Statutes by the Russian Automobile Federation, which, as an FIA member organization, is obliged to comply with them,” said FAU president Oleksandr Feldman. “We ask the FIA president to take urgent measures to close these offices and to sanction the Russian Automobile Federation for its actions,” he added.
